Michael focuses on public affairs and regulatory counseling across many sectors, including technology, industrials, infrastructure, energy and transportation. Michael also advises business leaders on crisis management and litigation/investigations.
Michael previously served as Google’s Director of Global Strategy & Innovation, and as Google’s Head of Global Regulatory Affairs, where he led Google’s Regulatory Affairs Center of Excellence. Prior to that, he was Head of Regulatory Advocacy at General Electric where he was a member of the Global Government Affairs and Policy senior leadership team and coordinated GE’s advocacy on issues involving energy/environmental, rail, aviation, healthcare, artificial intelligence, additive manufacturing, spectrum, and commercial drone regulation. Michael is also a former litigation partner at Akin Gump.
Michael has extensive experience in government, serving in the Obama White House where he led the development of regulatory policy and White House review of significant regulatory actions. He also led the Obama Administration’s efforts on international regulatory cooperation, heading multiple U.S. delegations on regulatory issues with the E.U., the U.K., Canada, Mexico, Brazil and the OECD. Michael served as a Senior Advisor to OIRA during the Clinton Administration and as an Assistant United States Attorney at the Justice Department.
Michael is a member of the American Law Institute (ALI), a Fellow at the National Academy of Public Administration (NAPA) and a Senior Fellow at the Administrative Conference of the United States (ACUS). Michael previously served on the Department of Commerce’s Industry Trade Advisory Council (ITAC).
Michael lectures and speaks frequently on regulatory and digital policy issues. He is an Adjunct Professor at The Washington Campus, and regularly guest lectures at The Brookings Institution, Penn’s Biden School of Public Policy and UPenn Law, George Washington University, and the University of Connecticut Law School.
He currently serves on the Board of Directors of The Woolly Mammoth Theater and is past Board Chair of Cultural Tourism DC.
He received his J.D. from Stanford Law School, an M.A. in American History from the University of Virginia and a B.A. from Brown University.
